In 1961, the members of the Royal Commission on Health Services determined that a number of studies needed to be undertaken, including one on medical education in Canada. Six doctors were selected, who had experience in medical education and an interest in the broad picture of Canadian medicine. They were J. A. MacFarlane (director), R. C. Dickson, Roger Dufresne, Harold Ettinger, John F. McCreary and J. Wendell MacLeod. Questionnaires were compiled, all Canadian medical schools were visited, and new developments in medical education in several American states were examined, culminating with a comprehensive assessment of medical education throughout Canada at that time.
