The Right Honourable Lord Brain’s Royal Commission on Health, 1966 Return to Health Care in
Newfoundland and Labrador

In December of 1964, the Government of Newfoundland, under the leadership of The Honourable Mr. Joseph Roberts Smallwood, Premier, selected Lord Russell Brain, a distinguished British Doctor, who had been involved with several Royal Commissions in Britain, to carry out a commission on the future of health care for the province. According to Lord Brain, this commission was to illustrate the sorts of changes that would be a benefit to the province’s future medical services. Lord Brain submitted his Royal Commission on Health three volumes in 1966.
